充電器やバッテリーなどのEV用大型部品の製造・サプライヤーであるProterra Inc.は、サプライチェーンの制約、需要の鈍化、容赦ない資金調達環境に対応するため、正式に連邦破産法第11条の適用を申請した。

この申請により、プロテラは債権者から保護され、返済の解決策を見出すことになる。
 
同社の資産と負債を合計すると、5億ドルから10億ドルの範囲となり、最終決算時点でのプロテラの市場シェアは3億6,200万ドルと評価された。
 
しかし、倒産発表を受けて、プロテラ社の株価は市場前取引で65%近く急落した。
 
プロテラ社のCEOであるガレス・ジョイス氏は、「われわれはさまざまな市場やマクロ経済の逆風に直面し、すべての事業機会を同時に効率的に拡大する能力に影響を及ぼしている」と述べた。
 
破産発表にもかかわらず、プロテラは通常通り事業を運営し、既存の資本を事業の資金に充てるため、破産裁判所に通常の申し立てを行う予定である。
 
このニュースは、同社がコスト削減のため、人員削減とサウスカロライナでの電気バスとバッテリーの生産を統合する計画を発表した直後に発表された。

Proterra Files for Bankruptcy

In response to the announcement, Proterra’s shares plummeted nearly 65% in premarket trading
 
Proterra Inc., a manufacturer and supplier of heavy-duty EV components like chargers and batteries, has officially filed for Chapter 11 in response to supply chain constraints, slowing demand, and an unforgiving funding climate. 
The filing will provide Proterra protection from creditors as it tries to find repayment solutions. 
In total, the company listed its assets and liabilities in the range of $500 million to $1 billion, and as of the last close, Proterra’s market share was valued at $362 million. 
However, in response to the bankruptcy announcement, Proterra’s shares plummeted nearly 65% in premarket trading. 

“We have faced various market and macroeconomic headwinds that have impacted our ability to efficiently scale all of our opportunities simultaneously,” said Gareth Joyce, Proterra CEO. 

 

Despite its bankruptcy announcement, Proterra plans to operate the business as usual and file customary motions with the bankruptcy court to use existing capital to fund its operations. The news comes shortly after the company announced plans to cut jobs and combine electric bus and battery productions in South Carolina to trim costs.

取引最低価格も少しずつ引き上げられているが、それ以上にオークションでの約定価格が上がっているのは、自社内で排出量を下げられないので、苦し紛れにクレジットを買う事業者が増えてきているからであろう。

今年カリフォルニア州で販売された新車の約25%はバッテリーを搭載しており、カリフォルニア州民は約76万台のバッテリー車を所有している。
 
そして、EV充電ステーションの増加やその他のプログラム、特に裕福でないカリフォルニア州民のアクセスを拡大する必要がある。

The fight over hydrogen-fueled cars

Under a state mandate, California must phase out fossil fuels and gasoline-powered cars by 2035. About 25% of new cars sold in the state this year are powered by batteries and Californians own about 760,000 battery-powered vehicles. And there’s the need for more EV charging stations and other programs, particularly to broaden access for less affluent Californians. But there are only about 12,000 hydrogen-powered cars and demand dropped last year by 20%.

So why is so much state money going into hydrogen vehicles? And why is the industry pushing for even more? 

Since 2013, the state’s Clean Transportation Program — which uses California driver fees to invest in alternative fuels and clean vehicle technology — has earmarked 20% of funds for hydrogen (and the state so far has spent $202 million for hydrogen fueling stations). A lobbying group for hydrogen supporters and suppliers — including Chevron, Shell and Toyota — is seeking a 30% share, totaling $300 million over the next decade.

This exceeds what Democratic Assemblymember Eloise Gómez Reyesfrom San Bernardino and Sen. Lena Gonzalez from Long Beach seek for the next few years. Their Assembly Bill 241 would require only 10% of the program’s funds to go toward hydrogen fueling stations until 2030 (about $10 million a year).

As electric cars become more popular, oil and gas companies regard hydrogen as a way to stay in the industry (hydrogen cars emit no emissions, but they use fossil fuel-derived hydrogen gas to run their motors). Lobbying groups, which include Chevron and Shell, are advocating for more money, but environmentalists are pushing back, even as Gov. Newsom last week announced a new push to expand the hydrogen market.

California legislators are divided about how valuable hydrogen is, but if they can’t reach an agreement on the spending plan, the program will expire next year. For Gonzalez, she doesn’t want to allocate more than $10 million a year given the technology’s low adoption rate.

  • Gonzalez: “It’s a waste of money. They say they’re hydrogen businesses, but they’re really fossil-fuel-industry businesses.”

San Francisco seeks stop sign on driverless cars

San Francisco isn’t going to take last week’s robotaxi decision by the California Public Utilities Commission lying down. Joined by the city’s transit authority board, fire department and board of supervisors, San Francisco City Attorney David Chiu filed motions on Wednesday to halt the unrestricted expansion of autonomous vehicles for commercial use.

  • Chiuin a statement: “We have seen that this technology is not yet ready, and poor AV performance has interfered with the life-saving operations of first responders. San Francisco will suffer serious harms from this unfettered expansion, which outweigh whatever impacts AV companies may experience from a minimal pause in commercial deployment.”

Last Friday, the commission voted to permit Alphabet’s Waymo and General Motors’ Cruise to expand their driverless car operations by allowing them to charge passengers for driverless rides without a human safety driver present, at all hours.

The two requests (one for Waymo and the other for Cruise) seek to “preserve the status quo” while the city seeks a rehearing, said Chiu. He argues that the commission “abused its discretion” in two ways:

  • It voted to expand services without adding measures to address known issues with performance and public safety caused by the cars.
  • It failed to comply with the California Environmental Quality Act because it should know that by allowing several thousands robotaxis in San Francisco without restriction, this “may result in significant environmental impacts.”

Thursday, a commission spokesperson told Calmatters that it is “evaluating” the motions, which “will be taken up by the full panel as soon as practicable.”

The motions, first reported by the San Francisco Chronicle, cite as evidence several occurrences in which robotaxis obstructed emergency vehicles — stalling at intersections, driving into oncoming lanes, blocking water supplies from firetrucks and rolling over firehouses.

And just last weekend during San Francisco’s popular Outside Lands music festival, Cruise cars caused a major backup after stopping in the middle of a large street, the Chronicle reported. The company cited “bandwidth constraints” caused by the large number of festival attendees overloading wireless networks.

The city is expected to file an application for rehearing “in the coming weeks.”

PG&Eは、シュナイダーエレクトリック社との提携により、屋上ソーラー、電気自動車、エネルギー貯蔵などのリソースを調整すると発表した。
 
カリフォルニア州の大手電力会社PG&Eは、シュナイダーエレクトリックと提携して分散型エネルギー管理システム(DERMS)を立ち上げた。
 
クラウドベースのDERMSはMicrosoft Azure上で動作する。

US utility announces launch of distributed-energy management system

Pacific Gas & Electric (PG&E) says it will coordinate resources such as rooftop solar, electric vehicles, and energy storage in partnership with Schneider Electric.

 
Major California utility PG&E has launched a distributed energy management system (DERMS) in partnership with Schneider Electric. 
 
The cloud-based DERMS operates on Microsoft Azure.
 

The software is intended to enable greater amounts of distributed energy to participate on the grid, responding to periods of extreme weather or heavy electricity demand. PG&E said the software enables faster grid connections.

The platform, called EcoStruxure DERMS, collects and analyzes data for resources like electric vehicles, rooftop solar, battery energy storage, and microgrids.

 The data then provides grid operators with improved coordination and communication to help demonstrate and unlock the value of flexible grid resources.

Microsoft, Schneider Electric, and PG&E will work collaboratively to achieve a new utility-industry standard for integrating distributed energy resources at scale. 

The collaboration is an example of Schneider Electric’s “Grid to Prosumer philosophy.

“A stepwise approach is key in [distributed energy resources] implementation to effectively handle short-term goals and prepare for the long-term vision,” said Schneider Electric.PG&E serves more than 16 million people across Northern and Central California. 

The utility has over 700,000 rooftop solar customers and 55,000 battery energy storage customers connected to its grid. 

This equates to over 500 MW of local, flexible resources ready to efficiently coordinate electricity use.

The utility also has more than 1.2 GW of grid-scale energy storage online, and that is expected to reach 1.7 GW by September. 

It has contracts for more than 3 GW of storage to be deployed over the next few years.

PG&E is preparing the grid to power and support three million EVs on the road in its service area by 2030, with goals of more than two million EVs participating in vehicle-grid-integration initiatives. 

A DERMS software platform is a ready-made fit for coordinating these resources.

“This methodology empowers utility companies to digitally transform to achieve their sustainability, efficiency, reliability, and flexibility goals,” said Schneider Electric.

The three have identified several initial use cases for the system:

  • Real-time visibility into all DERs. Enhanced situational awareness of grid impacts, both in real-time and with forecasted lookahead, plus instant alerts for improved operations planning.
 
  • System capacity for peak summer days. Visualized DER capacity, timely impact analysis, customer feedback (measurement and verification), and additional DER capacity.
 
  • Local capacity for new service connections and interconnections. Oversight of interconnection requests enables utilities to leverage actionable data to faster evaluate and process DER connection requests and streamline processes that ensure resilience.
 
  • Reliability and resilience with energy storage. Utility-owned & aggregator-provided storage asset dispatch for improving local reliability and network deferral (non-wire alternatives).
 
  • Transportation electrification. Integration, managed charging and vehicle-to-grid coordination for residential vehicles and commercial fleets.

2024年カリフォルニア州選挙で投票対策に大金が動く

Big bucks for ballot measures in 2024 CA election

 

As California’s 2024 election gets more crowded by the day, some ballot measure campaigns are already building their war chests for the costly fight to come, raising more than $60 million since January.

Last year, nearly $700 million was spent, mostly by companies, to sway voters on seven November measures, the vast majority on two sports gambling measures that both failed

And, like last year, at least two measures next November will be industry-backed referenda to overturn new laws.

Almost immediately after the passage last year of a law to establish a fast food workers council to set wages and workplace standards for restaurants, fast food chains vowed to fight the bill. By January, they gathered enough signatures to get the referendum on the ballot, freezing the law until after the vote.

And last month, the money started flowing into their campaign. On July 5, In-n-Out cut a $10 million check to the ballot measure committee. Over the next two days, McDonalds, Chick-fil-a and Chipotle all donated $10 million as well. So far, the committee has reported raising more than $50 million.

Not as much cash has been raised by the oil industry campaign that spent $20 million to qualify a November 2024 referendum to block a state law banning new wells within 3,200 feet of hospitals and schools

So far, there aren’t any committees officially involved in the measure, but one committee entirely funded this cycle by Chevron, Valero, and Marathon Petroleum has raised $2.1 million. More money may be on the way: Wednesday, a coalition of environmental and public health groups filed a competing initiative to uphold the law. 

Next November, voters will also decide on a measure to remove some limits on cities’ ability to enact local rent control. The AIDS Healthcare Foundation is in for $10 million supporting the measure

Though there is no official opposition committee yet, the California Apartment Association reported more than $1.7 million in contributions this year. In 2020, the group spent more than $72 millionto defeat Proposition 21, the most recent rent control measure on the statewide ballot.

Not too early for 2026: Though voters won’t select the next governor and other statewide officials until 2026, some candidates have already launched campaigns — and are collecting cash, too.

今のカリフォルニア州の需給逼迫では、致し方ないと思いますが、こういう状況は長く続きそうです。ソーラーやエネルギー貯蔵(バッテリー)の設置や、送電線への接続がズルズルと遅延しているのがボディーブローで効いてきています。
コロナの2年でいろんなことが遅延した影響も大きいでしょうが . . .
今の時点では、2026年までの延長ですが、2030年とかに延びそうに思います。
南カリフォルニアでは、住宅地に密接している火力発電所が多いようで、記事にあるように健康被害も心配です。

CEC(カリフォルニア州エネルギー委員会)は8月10日、州南部の海岸沿いにある3基のガス発電所の寿命を2026年まで延長することを決定した。
オーモンド・ビーチ発電所、AESアラミトス発電所、AESハンティントン・ビーチ発電所である。
カリフォルニア州では、猛暑のような多くのカリフォルニア市民が同時にエアコンを使用するような大きなイベント時には、停電のリスクが高まる。
再生可能エネルギーの導入を急ぐ必要がある。蓄電池の導入を急ぐ必要がある。」パトリシア・モナハン委員は、「我々は、再生可能エネルギーの導入をより迅速に進める必要がある。
「そのためにあらゆるエネルギー機関と協力しているが、まだそこに至っていない」。


州水資源局がまとめたこの計画は、州水資源管理委員会の最終承認が必要で、来週にも採決が行われる可能性がある。
民主党のギャビン・ニューソム知事は昨年、エネルギー不足が予想される場合に州が最後の手段として使用できるエネルギー備蓄を創設する法律に署名した。

この法律により、水資源省はそのような場合に資金を提供したり、電源を確保したりすることができるようになった。
CPUCは難しい決断だったと認めている。環境保護論者は、州は化石燃料から脱却し、太陽光や風力などの再生可能エネルギーにより依存するための、より短期的・長期的な解決策に移行する必要があると言う。また、ガス工場からの汚染に伴う健康への影響も懸念している。
約3時間にわたるパブリックコメントの間、発電所の営業継続を支持する意見を述べた人はほとんどいなかった。
オーモンド・ビーチの発電所を運営するGenOn社も、アラミトスとハンティントン・ビーチの発電所を運営するAES社も、この投票に関するコメントを求める電子メールには応じなかった。
8月10日の会合で、活動家たちは、州はこれらの発電所の寿命をあと3年で再び延長することを決定しないとは断言できないと述べた。

CPUCの副委員長であるシバ・グンダ氏は、州は2026年までに原発の運転を終了させるための戦略をもっと準備すべきだと述べた。海水を吸い上げて設備を冷却する発電所を対象とした州の規制により、3つの発電所は当初2020年に停止することになっていた。同様の発電所の多くは、この規制を遵守するためにすでに操業を停止している。
オーモンド・ビーチの発電所は、ロサンゼルスの西87kmに位置するオックスナードのラテン系低所得者層が多く住む地域にあり、農地が住宅に隣接している。
会議で証言したオックスナードの住民は、ガス施設からの汚染に関連した呼吸器系の病気や、工場からの悪臭や騒音を懸念していると述べた。
「きれいな空気を吸うという私たちの人権を守るために戦うのはもううんざりです」とオックスナード住民で活動家のソフィ・マガロンは語った。
Newsom知事は今年初め、この冬に降った強烈な雪と雨で州内の貯水池には十分な水があり、水力発電所を復活させることができるだろうと述べた。

環境保護団体の連合体であるリジェネレイト・カリフォルニアが発表した報告書によると、9月の記録的な猛暑の間、3つの発電所からの排出量は劇的に増加した。その中には、炭素やスモッグを形成する窒素酸化物による汚染も含まれていた。
報告書はまた、猛暑の間、いくつかのガス発電所が期待されたほど発電しなかったことを示す州のデータも引用している。
「ガス発電所は、我々がガス発電所に依存しているエネルギーを供給していない。 過大な約束をして、過小評価しているのです」とアリ・アイゼンスタットは言う。

カリフォルニア環境正義同盟のエネルギー・エクイティ・マネージャー、アリ・アイゼンスタットは言う。「これでは投資にならない」と述べた。カリフォルニア州は近年、自然エネルギーへの移行を進めている。
エネルギー委員会によると、2021年には州内の電力の37%以上が再生可能エネルギーによるもので、前年から3%近く増加した。
カリフォルニア州は、2045年までに大気から排出される二酸化炭素と同量の二酸化炭素を除去することを目標としている。
しかし環境保護論者たちは、カリフォルニア州が太陽光や風力などの自然エネルギーへの移行を加速させることを望んでいる。
シエラクラブのキャンペーン担当者であるテレサ・チェン氏は、その間に州は「もっと野心的な」支出を行い、人々がエネルギー使用を削減するよう奨励するプログラムに資金を提供すべきだと述べた。
これには、電力ピーク時の節電を奨励する州全体のプログラムも含まれる。

昨年9月の猛暑の際、Newsom知事はフレックス・アラートと呼ばれるものを発令し、カリフォルニア州民にサーモスタットを華氏78度(摂氏26度)以上に設定することで、夕方のエネルギー消費を抑えるよう求めた。
その結果、送電網への依存度が劇的に減少したとチェン氏は言う。
チェン氏によれば、州はガスプラントを松葉杖のように使い続けている。
「ガスプラントが稼動している限り、クリーンエネルギーに投資する必要はない」とチェン氏は言う。
