ブラウン知事の再選に伴う就任演説のうち、環境に関する内容を一昨日のブログで全文記載したが、今後15年間(2030年まで)にやるべき事と知事が考えている内容は下記である。
- 再生可能エネルギーを用いた発電比率を、現状の3分の1(33.3%)から50%に増やす
- Increase from one-third to 50 percent our electricity derived from renewable sources
- 現在乗用車やトラックが用いている石油の使用量を最大50%減らす
- Reduce today's petroleum use in cars and trucks by up to 50 percent;
- 既存のビルのエネルギー効率を2倍にし、暖房用の燃料をきれいなものにする
- Double the efficiency of existing buildings and make heating fuels cleaner.
- メタンやブラックカーボンや他の潜在的な毒性物質が色々な産業にまたがって無制限に排出されているがこれらを減らす
- reduce the relentless release of methane, black carbon and other potent pollutants across industries.
- 農地、牧場、森林、湿地を管理して、それらが二酸化炭素を吸収出来る様にする
- manage farm and rangelands, forests and wetlands so they can store carbon.
そして、その為には、継続して下記を再構築(transform)する必要があると言う。
- 送配電網(our electrical grid)
- 交通・輸送システム(our transportation system)
- そして、我々の社会そのもの(even our communities)
この就任演説を読んでいると、「気候変動を抑えて、我々の生活が壊滅的な危機を迎えない様にする(we are to have any chance of stopping potentially catastrophic changes to our climate system)」ということに大きな重点が置かれている。(化石燃料への依存を減らすとかの目的もあるだろうが、それは目的よりも手段というべき。)
RPS 50%も、より厳しいZEV規制も、ZNE規制(Title 24)も、温暖化ガス規制(AB32)目的達成の為の手段と言う極めて強いメッセージである。
